UPDATE, 9.48am: Two southbound lanes blocked and one right-hand lane blocked northbound due to a truck colliding becoming lodged under a bridge near Gladstone Street.
The truck has also spilled debris across the road.
VicRoads Incident Response Service , Police and MFB are on site.
