Updated, 04/05/10: 6.56pm. Bell Street exit ramp reopened to traffic.
Pascoe Vale Road entry ramp remains closed until the road surface is safe for use.
CityLink and Emergency Services are still on site.
Traffic is experiencing very heavy delays from Essendon Airport through to Brunswick Road.
