UPDATE, 4.06pm: Police have closed the Airport Drive Greensborough-bound entry ramp.
The left-hand lane is still blocked, leaving one lane available to traffic.
VicRoads Incident Response Service and Emergency Services are on site.
VicRoads advises drivers to expect heavy delays from Fitzgerald Road to the scene.
