UPDATE, 9.40am: A truck has rolled at the rail bridge near Flinders Street.
One lane is still able to pass the scene southbound on Spencer Street.
Westbound traffic on Flinders Street is still being diverted, with traffic controllers on site.
VicRoads Incident Response Service and Police are still on site.
There are some delays on Queens Road for vehicles travelling northbound as a result.
Drivers should allow extra time if travelling this route.
