UPDATE, 4.48pm: One left-hand lane still blocked outbound near Millers Road due to a truck breakdown.
The second left-hand lane has now been temporarily opened.
VicRoads Incident Response Service, Transport Safety Services and Police are on site.
VicRoads advises drivers to expect very heavy delays starting from the Domain Tunnel.
