Updated, 5.43pm: Two middle lanes still blocked outbound on the up-slope due to a truck breakdown
Police are on site. VicRoads Incident Response Service and heavy haulage are on the way to site.
Traffic is heavy from Toorak Road on the Monash Freeway inbound through to the breakdown with delays increasing quickly due to peak hour traffic.
Drivers are asked to take care through the area.
