Outbound traffic is experiencing heavy delays from before Bell Street to the scene.
All lanes are now open inbound with heavy delays from the Western Ring Road to the site.

VicRoads is urging drivers to exercise caution when travelling as severe weather conditions have been forecast for parts of Victoria.
Roads may be slippery so drivers should slow down and drive according to the conditions. Headlights should be used if visibility is impaired and drivers should leave a greater distance between their own car and the one in front.
